The Directive (EU) 2019/1161 of the European Parliament and of the Council of 20 June 2019 amending Directive 2009/33/EC on the promotion of clean and energy-efficient road transport vehicles - known as "Clean Vehicle Directive" was published in the Official Journal of the European Union on 12 July 2019. It means that the text has become European law. The text will enter into force twenty days after its publication, i.e. on 2 August 2019.
The directive sets out mandatory minimum procurement targets in each Member State for clean light-duty vehicles, trucks and buses by 2025 and 2030.
Regarding clean buses, the min.% to be achieved by Member States range:

between 24% and 45% from 2021 (24 months after the entry into force of the Directive) to 2025

between 33% and 65% from 2025 to 2030
This target varies between the Member States according to their Gross Domestic Product (GDP) and their population.
50% of the minimum target for the share of clean buses has to be fulfilled by procuring zero-emission buses (defined as a vehicle that emits less than 1g CO2/kWh or less than 1g CO2/km). This includes fuel cell buses. no doubt that the JIVE buses will contribute to fulfilling this target in the Members States were they will be deployed.
